City of Rock Hill faced both an economic and identity
crisis. To address these needs the city embarked
on a course of economic development that included
the creation of the Rock Hill Economic Development
Corporation (EDC).

Regional Priorities Through the DOD Region 4 Pollution
Prevention Partnership

In October 1999, the DOD Region 4 Pollution Prevention
Partnership was formed among Alabama, Florida,
Georgia, Kentucky, Mississippi, North Carolina,
South Carolina, and Tennessee’s state partnerships
to benefit the military bases by addressing regional
issues.
